TITLE: CALL FOR CONSULTANCY SERVICES APPLICATION FOR BASELINE SURVEY

Good Neighbors Tanzania is announcing an open call for application for the provision of Baseline survey consultancy services. Please find the detailed terms of reference (ToR) attached here-in.

Within three years of the Action Plan for Promoting Optimal Growth and Development in School-Age Children Through Building a Healthy Environment Project on Kome Island, Good Neighbors Tanzania through Mwanza Area Office (MAO) is intending to conduct baseline survey for the named project with primary focus on three outcomes; 1) Strengthened health services and enhanced nutritional status, 2) Prevention of parasitical infections and promotion of healthy growth and 3) Increased awareness and behavioral change in local communities in Kome Island, Buchosa District in Mwanza Region.

The objective of this consultancy service is to establish baseline value of the project as defined in the project document/indicators. The results of the baseline survey will serve to contribute to the overall realization of the Sustainable Development Goals (SDGs) achievement towards improving health outcomes.

I. Introduction and background

Good Neighbors Tanzania is a non-profit organization based in Dar es Salaam and is currently operating various projects throughout the United Republic of Tanzania. Good Neighbors Tanzania Mwanza Area Office officially began operation in 2009 for the Neglected Tropical Diseases (NTDs) Control Program in the Lake Victoria shore. Currently, GNTZ is implementing the Promoting Optimal Growth and Development in School-Age Children Through Building a Healthy Environment Project. It is a three-year project (2020–2022) that aims towardsoptimal growth and development in school-age children through building health environment in Kome Island, Buchosa District Council. The baseline survey was postponed until 2021 due to the outbreak of COVID-19 pandemic in early March 2020.

This project serves 12 government-owned primary schools serving 15 villages of Kome Island in efforts to mobilize school children and communities on utilizing best practices of water sanitation and hygiene (WASH) and nutritional status improvement. The project is operated through fund from Korea International Cooperation Agency (KOICA) in partnership with Korea Association of Health Promotion (KAHP) and Good Neighbors International (GNI).

To this end, Good Neighbors Tanzania in collaboration with KOICA and KAHP developed baseline survey activities to establish the value of the project pre-determined objectives. Comprehensive and tailor-made support to target groups (primary school children, school health coordinators and community members) has already been proposed in different settings to be interviewed by the baseline survey consultant.


II. Purpose of the consultancy

Before three-years of project implementation, tangible improvements have taken place in Kome Island. The overall purpose of the baseline survey is to assess the progress made towards the achievements of the specific project pre-determined outcomes and establish target for three-year project implementation.

In particular, the specific objectives of the assessment are:

  • Find the reliability and relevance of the proposed project intervention from the primary schools
  • Assess progress towards the project’s outputs and outcomes (the sustainability of project deliverables, as well as the implementation of project activities)
  • Suggest the relevant approach to be undertaken by Good Neighbors Tanzania to support local authorities in their efforts to improve primary health and quality primary school education
  • Provide findings and give recommendations from the research with key target for achievement of the project.
  1. Methodology

Specific evaluation questions:

This evaluation should comply with Evaluation Guidelines of the GNTZ MAO school clinical assessment and community assessment tools as detailed in the attached ToR. To summarize, the following will be taken into considerations: –

1. Preparatory work should include desk review of the following documents:

  • Relevant project documents (project proposal, M&E plan), district reports from DEO and regional nutritional status for school aged children.

2. Initial briefing with the project team in MAO:

  • Can be done face to face, by phone and, or zoom meeting.

3. Interviews (face to face) should include, but not be limited to, the following stakeholders:

  • Representatives of the relevant schools (school management committee, teachers, school health coordinators)
  • Representatives from district health and nutrition department
  • Local authorities, in particular DMO, DHO, DEO, DED
  • Representatives of Good Neighbors Tanzania Mwanza Area Office

4. Questionnaire to be sent:

GNTZ MAO will share the guide tools considered relevant. However, the consultant will be in the position to reshape/propose how best the format of interviews will be performed. The project team is at the evaluators’ disposition throughout the assessment to assist them with the information requests and any relevant questions.

Format of the report: The assignment will result in a report which should not exceed 35 pages (excludingannexes). The report should be structured in a clear and coherent manner following this proposed structure:

  • Executive Summary (maximum two pages).
  • Description of the intervention; evaluation methodology and scope, limitations, difficulties encountered during the baseline;


  • –  Findings related to each evaluation question and to any concerns identified during the evaluation;
  • Findings and results related to the target group (school children, school management committees, school health coordinators) of survey.
  • Conclusions;
  • Recommendations;
  • Annexes (including list of interviews and of documents reviewed, questionnaires, formats for structured and semi-structured interviews, etc.).

The report shall be addressed to the Managing Director, Good Neighbors Tanzania Mwanza Area Office in two original copies signed and dated by the consultant.

IV. Required qualifications

This call is opened to the health-related institutions. The consultant hired on the basis of these Terms of Reference will conduct the tasks in close co-ordination with the GNTZ MAO team.

Eligibility criteria

  • Master degree in a relevant field is required
  • Sound professional experience in health project baseline/evaluations
  • Specialty in NTDs clinical screening, Nutrition research is required
  • Professional knowledge of English and Swahili is an asset
  • familiarity with local context cultural background is an asset.

Award criteria: Applications will be assessed against the following criteria:

  • Relevance and clarity of the methodology proposed (40%);
  • Relevance of the applicant’s experience (25%)
  • Records of previous similar work and research (15%);
  • Financial offer (20%).

Exclusion criteria: By submitting your tender, you declare on your honor not being in any of the belowsituations. The applicant shall be excluded from participating in the tender procedure if he/she:

  • Has been sentenced by final judgement on or more of the following charges: participation in a criminal, corruption or fraud.
  • Is in a situation of bankruptcy, liquidation, termination of activity or any like situation arising from a procedure of the same kind
  • Has received a judgment with finding an offence that affects his/her professional integrity or serious professional misconduct.
  • Does not comply with his/her obligations as regards payment of taxes and dues according to the statutory provision of the country.

V. Timeframe

Expected start date: March 2021. The tasks shall be undertaken as per an agreed work-plan between the consultant and GNTZ MAO upon winning tender, and finalized not later than May 2021.

Procedures for submission of application

No any consideration will be given to incomplete submission. Application must be submitted in English and include:

  1. Letter of Interest from the applicant briefing the experience in conducting similar tasks with a clear mention of the all-inclusive fee, including travels and stays (including VAT)
  2. Concept note outlining the approach and methodology proposed for the consultancy tasks. The document should be no longer than five (5) pages
  3. CV(s) of key personnel highlighting their relevant experience in conducting similar tasks
  4. Maximum four examples of recently performed works in English (reports, articles, etc.)
  5. Three relevant references (name, surname, phone number and e-mail)
  6. Proof of applicant’s institution registration (certificate of registration, TIN, VAT, recent tax clearance etc.)
  7. Proof of providing electronic fiscal device (EFD) receipt upon payment (if EFD receipt is not available, explain justifiable reasons).
